Climate change occurs when changes in global or regional climate system result in new weather patterns that remain in place for an extended period of time. It’s mostly attributed to increased levels of Greenhouse Gases (GHG’s), especially carbon dioxide.
Climate change adaptation is the process of adjustment to actual expected climate change and its effects.
According to the Climate Change Act 2016, Section 19, county governments are required to integrate and mainstream climate change actions, interventions and duties in their policies, programmes and plans.
He highlighted the opportunities that exist which include a supportive legal framework e.g the Climate Change Act 2016, Building partnerships and the existence of Public Benefit Organisations.
The county challenges highlighted are among others; many sectoral demands, inadequate financial and skilled human resources and weak ‘governance systems.
